The measurement
Word-count heuristics don't survive a funder's formatting requirements. Aucta builds the actual PDF — the funder's typeface at the funder's point size, in the funder's margins — and reads the page count off the render. When a requirement can't be matched exactly, the check says so rather than reporting a pass.
Statement of Need
Orleans County is a rural county of 39,686 residents facing the compounding pressures common to under-resourced rural communities: a poverty rate of 13.0 percent, a median household income of $63,838, and an unemployment rate of 5.8 percent. Fewer than one in five adults holds a bachelor's degree.
These conditions describe a community in which young people have markedly fewer structured, low-cost pathways to enrichment and skill-building than peers elsewhere in the state. The nearest facility offering supervised programming operates at capacity and maintains a waiting list through the academic year.
Cornell Cooperative Extension has served the county for over a century and operates the only county-wide 4-H program, reaching 412 young people in the most recent program year across school-based and community sites. Program staff report turning away families each season for want of usable indoor space.
The requested funds address that constraint directly. The proposed improvements bring an existing structure to year-round usable condition, extending programming into the months when demand is highest and alternatives are fewest.
Provenance
A figure pulled from a federal API and a figure a language model read out of a PDF are not the same kind of fact, and the interface never presents them as though they were. Each value carries its source. You can check the ones that need checking.
